The Inclusion Program by Caritas Ukraine focuses on providing comprehensive assistance to individuals with disabilities and their families, fostering inclusion, creating equal opportunities, and enabling active participation in community life.
Goal (Mission) of the Program
The goal of the program is to support and promote the improvement of the quality of life for people with disabilities and their families/caregivers through multisectoral provision of their basic and inclusive needs, taking into account a person-centered approach at all stages of life. It aims to protect their dignity, interests, and rights, facilitate their integration into society, and enhance their capacity and potential to independently cope with challenging life situations.
Vision: To form a cohesive society where every individual can develop and live with the perception and acceptance of themselves, others, and the world as a whole.
Key areas and services
The main services of the program are provided through inclusive spaces, mobile field teams, social taxis and supported living spaces. The network employs teams of specialists: social workers, physical therapists, psychologists, and speech therapists. They conduct group and individual consultations, draw up development and support programs for beneficiaries at all stages of life. The spaces are equipped with appropriate inventory and equipment.
Services Provided by Specialists in Inclusive Spaces
The program also includes advocacy activities, during which the rights of people with disabilities and their families are protected, the procedure for addressing violations is explained, and meetings with authorities take place.
In some locations, mobile teams of inclusive centers also operate, supporting remote communities. They interact with families, teachers, and specialists, providing comprehensive social, psychological, and educational support.
Classes and Activities Within Inclusive Spaces
- Culinary Trainings: Participants learn the basics of cooking, including ingredient selection, food preparation, and culinary techniques. Social workers demonstrate processes with a focus on safety and kitchen hygiene.
- Creative Workshops: These activities foster creative abilities and self-expression, improve fine motor skills, concentration, and cognitive abilities, while providing emotional support and reducing stress levels.
- Practical Workshops: Participants acquire skills in various crafts, creating items such as embroidery, eco-bags, candles, souvenirs, and preserves. This activity can generate additional income, enhancing the financial independence of people with disabilities.
- Social Integration Events: Visits to museums, theaters, and city events facilitate interaction between children/people with disabilities and other community members. These events help develop communication skills, self-care abilities, and problem-solving strategies. They boost self-esteem, provide emotional support, encourage participation in community life, break stereotypes about disabilities, increase awareness, and strengthen family bonds through mutual support.
- Self-Care Activities: Trainings that help beneficiaries acquire skills in health, hygiene, using public transportation, and cooking, thereby enhancing their autonomy and integration into society.
- Support for Parents, Caregivers, and Family Members: Activities include information sharing, consultations, parenting clubs, and mutual support groups designed to assist those raising or caring for individuals with disabilities.
Additional Support for People with Disabilities

A service for individuals with disabilities who have delayed mental and intellectual development, aged 18 to 45. It provides housing with 24/7 assistance from caregivers and social workers, either temporarily or permanently. Currently, there are two houses and one apartment for supported living, accommodating a total of 15 individuals with disabilities.

Specialized vehicles equipped to transport people with disabilities, including wheelchair users and those with limited mobility. These vehicles provide access to medical and rehabilitation facilities, as well as social services. Currently, this service is available in Mykolaiv, Zaporizhzhia, Kharkiv, Ternopil, Khmelnytskyi, and Nizhyn.

The “Cash for Protection” and “Procurement for Protection” components involve providing financial aid or purchasing items to meet the individual needs of people with disabilities. Beneficiaries can acquire wheelchairs, rehabilitation equipment, medication, rehabilitation services, and specialized nutrition. Families and caregivers also receive equipment for home care, easing their daily responsibilities.
Education and Expansion of Activities
- Engaging Volunteers: Sharing information about volunteering opportunities, conducting training sessions and seminars, teaching the basics of caregiving and communication for working with people with disabilities, providing advisory support, and supplying necessary resources.
- Awareness Campaigns: Promoting an inclusive attitude toward people with disabilities and their families through information campaigns, training sessions, educational programs, cultural and artistic events.
- Staff Training and Professional Development: Offering training and advanced qualification programs to ensure a high level of professionalism and effectiveness in service delivery.
- Fundraising: Securing financial resources to implement inclusive projects through charity events (concerts, auctions, fairs featuring products made by people with disabilities), online platforms and social media campaigns, and partnerships with corporate sponsors and grant organizations.

Art that transforms lives: Oksana’s journey from Nizhyn
Oksana, a resident of the Nizhyn Residential Care Home, has been impressing others with her creativity since childhood. She recites poetry with enchanting expression, sings in a way that captivates audiences, and enjoys playing dominoes as a means of connecting with others. However, her greatest passion lies in painting and embroidery, creating her art using only her mouth.
Despite her natural talent, Oksana requires support to further develop her abilities. Specialists from Caritas Chernihiv organize art therapy workshops for her, which help unlock her potential and navigate life’s challenges. Through these sessions, she has mastered techniques such as drawing, sculpting, thread therapy, and other forms of creativity. These activities have become her way of expressing emotions, overcoming fears, and building confidence in her abilities.
Her story proves that with the right support, every person can realize their potential and find a path to self-fulfillment. For Oksana, art has given her wings.
Step by step to new opportunities: the story of a boy who learned to speak
When a 4-year-old boy was first brought to a speech therapist, his mother was filled with worry. The child spoke very little, using only simple two-word phrases. Complex words were mispronounced or missing sounds altogether, and during sessions, he would often “freeze,” seemingly lost in thought. His tongue was weak, his phonemic awareness was impaired, and a strong gag reflex made articulation exercises difficult.
Yet, even in the most challenging cases, there is always a way forward. The Caritas team patiently began corrective work. The initial progress was modest: the boy began to respond better to communication, became more engaged, and eagerly attended his sessions.
After just 11 sessions, the transformation was remarkable. He learned to pronounce complex words correctly, speak in complete sentences, and significantly expand his vocabulary. Despite the difficulties, the specialists found ways to work on his sibilant sounds through imitation and tongue self-massage techniques.
The most noticeable changes were seen by his mother: her son not only started speaking but also gained self-confidence. This story is about perseverance, belief in oneself, and the genuine bond between the child, his mother, and the specialists who worked together to create a small miracle.

Oksana, one of our beneficiaries, attends the Day Center for Youth at Caritas Stryi. She is incredibly gentle and talented, with an impressive collection of beaded and cross-stitched paintings, and she also enjoys creating eco-friendly bags. At home, Oksana is always greeted by her best four-legged friend, Bonnie the dog, with whom she loves to go on walks.
Oksana has lived with cerebral palsy since childhood and can move independently with assistance. For 25 years, she had never traveled beyond her hometown without her mother, and even within the city, she only went out accompanied by her. Yet, Oksana had both the desire and potential to explore her independence.
As part of our project, Oksana was offered a trip to a cheese factory with friends—without her mother’s support. Despite her mother’s concerns about her ability to manage alone, the combined efforts of psychologists and social workers helped her take this significant step. For the first time in 25 years, Oksana embarked on a journey independently.
This experience was a breakthrough, inspiring Oksana to embrace new challenges and gradually develop a sense of regulated independence.

- Unique services for beneficiaries not provided by social services (corrective support, socialization).
- Rapid expansion of coverage for beneficiaries and their families: 3,350 individuals in 2023, and already 13,457 in the first half of 2024.
- Creation of employment opportunities for beneficiaries.
- Strengthening of Caritas teams through staff expansion, professional growth, continuous training, supervision, and regular experience exchange between local organizations.

We adhere to global standards for providing assistance, continuously gathering feedback from beneficiaries to improve our services and ensure safe and accessible support.
We also continually improve our knowledge in the field. This year, 340 of our employees underwent professional development, and we continue to enhance our capabilities.
